If you were the leader of Iran wouldn't you want to protect your people by having nukes as an equalizer?

With Israel, Syria, Pakistan, India, China, North Korea, Russia and the U.S. among others having nuclear capabilities wouldn't it be your duty as the leader of a sovereign country to do everything in your power to protect your country and it's people?
